新冠肺炎疫情使世界交流慢了下來,地球 卻因此獲得喘息,人類也更加體悟到經濟發展 對環境帶來的挑戰,國際機場協會(ACI) 積極推 動「2050年淨零碳排」以追求環境永續。面對 氣候變遷的危機,沒有人可置身事外,桃園機 場更要以高標準 、大目標,逐步推動。 桃園機場為臺灣最重要的空運門戶,推動 重大建設需要願景,打造一座「永續經營的智 慧機場」更需要持續投資,才有成長的養分提 升國家實力。未來第三航廈啟用後,桃園機場 將迎接更多旅客及更頻繁的航機起降,因此必 須承擔更多責任,為這些斑斕的色彩披上綠紗, 以永續勾勒出「綠色機場」的輪廓。 在疫苗覆蓋率提升後,後疫情時代也近了, 沉寂已久的臺灣天空將再度被航機染上五彩繽 紛的色彩,值此關鍵時刻,國門前線工作人員 固守第一道防線,防堵病毒趁隙而入。在抗疫 的日子裡,許多公、私單位紛紛以捐贈物資、 協助清消及疫苗注射等方式共同防堵疫情;而 全臺唯一一座以機場命名的土地公廟就在桃園 機場所在的大園區,聯合辦公的36尊土地公、 土地婆成為另一股信仰的力量,在各種有形及 無形暖心支持下,桃園機場將衝上青天、飛向 永續未來。 W i t h t h e COV I D pa n dem i c slowing the pace of global exchanges, the world took a breather, giving people a chance to come to a better understanding of the environmental challenges posed by economic development. Airports Council International(ACI) has been striving for environmental sustainability within the aviation industr y by pushing a "net zero carbon emissions by 2050" campaign. No one is immune to the threats posed by climate change, and Taiwan Taoyuan International Airport (TTIA) cannot sit on the sidelines of this challenge. With rising global vaccination rates, the post-pandemic era is nearing. Quiet and empty for so long, the skies will once again fill with airlines' colorful fleets. After Terminal 3 goes into operation, TTIA will welcome even more travelers and more flights. Consequently, the airport will shoulder even more responsibility to dress the many glorious colors of those airlines with a shade of green. The airport must continue its work to outline the contours of a sustainable "green airport." At this key moment, frontline workers at the national gateway cannot slack off. As the first line of defense, they must stand firm and remain vigilant to keep virus from spreading and disrupting plans for reopening. During this struggle against the pandemic, many public and private bodies are donating resources and working together to disinfect the airport. And let us not forget that Taiwan's only land god named after an airport is located near TTIA, where he unites the power of the 36 local land gods and goddesses that had held sway over the fields here before the airport was built. The long straight l ine of them makes for an impressive scene. It's as if a group of green fairies are hopping around, activating the switches for energy saving and carbon reduction. With both IATA and the International Air Transport Association (IATA) declaring "net zero carbon emissions by 2050" TTIA is taking more actions to fulfil its ESG (environment, social, and governance) corporate sustainability responsibility as a global citizen. Adopting rolling projection of greenhouse gas emission trajectories Alongs ide i ts cur rent act ions to reduce greenhouse gas(GHG), TTIA is reviewing the outcomes of its implementation ever y 5 years to respond to the s igni f icant increase in passenger/cargo traffic and aircraft movements expected to come with the future opening of the Terminal 3 and the third runway. In addition to adjusting and revising the projection of GHG emission trajectories on a rol l ing basis based on information on international trends, pol icy planning, and carbon reduction technology development in the future, the airport will also actively facilitate operations for climate change adaptation, establish risk assessment mechanisms, and develop feasible countermeasures for high-risk projects exposed to extreme climate conditions. Over just a few decades, global warming has become an increasingly challenging issue. Adhering to the core values advocated by Earth Day 2021 to “Restore Our Earth” and that of 2022 to “Invest in Our Planet”, Taiwan Taoyuan International Airport (TTIA) has taken a proactive approach to climate change mitigation and has been recognized by the Green Airport Recognition (GAR) of the Airports Council International (ACI) Asia-Pacific for the fourth consecutive year. Create a green airport together TTIA's initial carbon reduction target is to obtain the Airport Carbon Accreditation (ACA) Level 4 certification by 2025. In the medium term, it is set to achieve absolute reduction by 2035, in hopes of achieving net zero emissions by 2050. The specific solutions required include strengthening the ability and resilience of water resources risk control through water footprint inventory, installing additional charging piles for airside and landside vehicles to accelerate the electrification of infrastructure, building solar power generation units in Terminal 3, and evaluating the purchase of renewable energy or installing energy storage equipment. Take, for instance, a roundtrip fl ight from Taiwan Taoyuan International Airport (TTIA) to Los Angeles: With carbon emissions for each traveler at 1.64 metric tons, one would only have to spend an offset of NT$396-496 to make the trip "carbon neutral" or "net-zero carbon emissions". Carbon offsets worth 1.5 Daan Forest Park To implement projects aimed at supporting environmental sustainabi l ity and lowering global emissions that focus on renewable energy, forestat ion, and cleaner product ion, China Ai r l ines and Eva Ai r are working with Cl imateCare, an environmental and social impact corporation based in the UK. Not only are these projects subject to strict controls and inspections at ever y stage, but their emission-lowering effectiveness must be calculated using scientific methodologies and they must receive third-party verification before being credited as carbon offsets. By the end of December in 2021 the two airlines had earned offsets for 500 metric tons, or nearly 1.5 times the amount of carbon that Daan Forest Park is able to absorb in a year (389 metric tons). In coming years, Taiwan's airlines will continue to encourage passengers to participate in campaigns to reduce carbon footprint, working together to reach "net-zero carbon emissions" by 2050.

機場動態Airport in Motion 06 Ready for a Gold-Level Green Building Label Pursuing Sustainable Beauty for Terminal 3 黃金綠建築門票在手 第三航廈追求永續之美 已取得候選綠建築證書的桃園機場第三航廈,完工後不僅將展現國 門新意象,更為一座對環境友善、與旅客友好的永續建築。 臺灣綠建築標章的評估包括綠化量、節能、 CO2 減量等九項指標,在工程設計階段即須衡量 各種條件以取得候選證書。第三航廈設計團隊發 揮巧思,在車道至航廈之間的外牆規劃植栽區以 提升綠化量;為兼顧視覺通透的設計主軸與節能 減碳的目標,選用低輻射率的Low-E 玻璃帷幕材 質,以減少熱輻射效能,達到隔音隔熱效果。 綠電、綠水也是綠建築標章審查的重要項 目,計劃設置於第三航廈登機廊廳屋頂的太陽能 光電板發電量峰值約800千峰瓦,可儲存電力併 入供電系統以提供照明;而污水處理系統將回收 45%污水以轉化為再生水,作為空調冷卻及澆灌 植栽用途。 桃園機場將持續實踐永續發展的目標,帶領 第三航廈建設工程朝著黃金級綠建築邁進。 Terminal 3 of Taiwan Taoyuan International Airport (TTIA) has received an EEWH Green Building Candidate Certificate. Upon completion, the terminal will not only create a new image for the national gateway, but it will also serve as a sustainable work of architecture that is both environmentally friendly and traveler friendly. There are nine indicators—including greenery, energy savings and reduction of CO2 emission—assessed in Taiwan's green building label evaluation process. For a new project to obtain a candidate certificate, many criteria must be considered during the design stage. The Terminal 3 design team raised the level of greenery by creatively turning the terminal's outer walls next to airport roadways into living green walls. To stick to the central design theme of spatial clarity, as well as to meet the green goals of energy savings and carbonreduction, low-emissivity glass curtain walls were selected to reduce the impact of solar radiation and to increase sound proofing and insulation. Daily energy and water conservation are two important indicators evaluated for a green building label. The planned solar panels on the roof of the boarding concourses of Terminal 3 can generate 800 kWp during periods of high solar intensity. This power can be saved to provide power for lighting. Furthermore, the wastewater treatment system can recycle 45% of grey water to be used in the airconditioning systems or to irrigate vegetation. TTIA will continue to realize its sustainable development goals as it steers the Terminal 3 project toward earning a gold-level Green Building Label.

Considerations of Aviation Safety and Ecology Traceability Management Used to Prevent Bird Strikes 兼顧飛安與生態 溯源管理防鳥擊 如何讓鳥機和平共存是所有機場都會面臨的挑戰,桃園國際機場在巡檢及驅鳥 作業外,更採溯源管理,減少鳥類於場內棲息的機會,多管齊下兼顧飛安與生 態保護。 打開「桃園國際機場野生動物活動通 告」,看到2022年5月機場內可能威脅飛安 的主要鳥種為野鴿、黑翅鳶及燕鴴,並標示各 鳥種可能出沒的活動時段、範圍及飛行高度。 大數據分析預測鳥蹤 機場公司與桃園市野鳥學會合作,參考自 2013年開始統計的鳥相資料庫,搭配觀測記 錄,每個月發佈鳥類活動預測,並自去(2021) 年起開始進行空側蟲相研究,希望藉由食物鏈 管理,從生態面防制鳥擊,提升航空器起降安 全。此外,為了從源頭降低鳥類於機場範圍棲 息的可能性,以架設鳥網及在明溝覆蓋紗網等 措施,減少鳥類逗留誘因。 桃園機場透過多方面的防制措施以降低鳥 擊頻率精進飛安,讓鳥兒與鐵鳥共享美麗的藍 天。 Finding a way for birds and airplanes to peacefully coexist is a challenge that all airports face. Apart from regularly conducting airside inspections and adopting measures to repel birds, Taiwan Taoyuan International Airport (TTIA) has also employed traceability management to reduce the chances of birds habitating at the airport. The airport’s multi-pronged approach emphasizes both safety and ecological protection. TTIA's "Wildlife Activity Report" for May shows that the wild bird species that pose the biggest threat to flight safety are mainly wild pigeons, blackwinged kites, and pratincoles. It noted when, where and at what altitudes the birds are likely active. Predicting the paths of birds with big data TTIA and the Wild Bird Society of Taoyuan have worked together to make predictions every month about bird activity, referring to the bird database launched in 2013 along with observational records. In 2021 the airport began airside insect research in the hope of leveraging foodchain management as part of an ecological approach to preventing bird strikes while simultaneously raising the safety of take-offs and landings. Furthermore, in order to further reduce the possibility of birds living at the airport, the airport has taken such measures as erecting bird nets and covering open drainage channels, thus reducing the incentives for birds to stay. 談。桃機Talking TTIA One after another, the old photos take us back to February 21, 1979, when more than 1,000 honoured guests from Taiwan and overseas joyfully came to Dayuan Township to witness the ceremony marking the opening of Taiwan Taoyuan International Airport, which was one of the Ten Major Infrastructure Projects during the 1970s in Taiwan. With major media coverage, the public also came, eager to experience a majestic work of architecture that was being cal led the Far East 's best international airport. When it was officially opened on February 26, the airport became an important hub for international travelers and air cargo. Down to the present day, it remains Taiwan's busiest and most important national gateway. Speeding construction work As the entire world battled the pandemic over the past two years, Taiwan attracted attention for its successes both in economics and in epidemic prevention, notes Lin Kuo-shian, Chairman of Taoyuan International Airport Corp (TIAC). Although facing pressures and setbacks, the frontl ine workers have been able to quickly adjust their approach and to continue their forward march. Consequently, these achievements have earned many kudos domestically and internationally. What's more, TIAC has made use of this time to completely upgrade the airport's facilities, both hardware and software. It has completed several projects ahead of schedule, including the renovations of the ai rport 's North and South runways, the refurbishments of its terminal faci l ities, and its digital transformation. Moreover, TIAC has conducted the One ID trials, advanced smartification of the airport's safety and service systems, and started the construction of Terminal 3. In addition to carr ying out its duties as a national gatekeeper, TIAC is determined to bolster national economic development and transport efficiency. The Storm Will Pass, Bringing a Brighter Future To celebrate the 43rd anniversary of the airport, partners of Airport Service Alliance created messages to bless TTIA and Facebook fan page of TTIA also posted old photos allowing the younger generation to glimpse the airport's splendid past. On February 26, TIAC CEO Dann Zhao-bi made a broadcast to express his gratitude for the partners' contributions. Chemical soldiers mobilize At the start of 2022 when the world was in the grip of the Omicron variant, the Ministry of National Defense mobilized 33rd Chemical Group to provide support at the airport. Fighting the pandemic's spread, they worked with Airport Service Alliance at various locations in the airport, including parking lots, waiting rooms, and airbridges. Hospitals immunize frontline workers Since the outbreak of pandemic, in a shortage of manpower, hospitals have dispatched hundreds of staffers to immunize frontline workers. Then, as the pandemic spread further, hospi tal staff continued to assist in administering immunization services at the border, providing "a shot in the arm" for epidemic prevention. Kind aid from the private sector Apart from the assistance offered by MOND and hospitals, private companies have also provided needed stocks of masks and isolation gowns for airport staff. 11 地方情懷Local Sentiments 全臺唯一一座以機場命名的福德宮,就位於桃園國際機 場附近的大園區圳頭里,機場公司及許多駐場單位皆會 前來參拜、祈求平安順利,更特別的是這裡頭住著 36 尊 土地公、土地婆,究竟背後有著什麼故事呢? 1970年代,為了興建桃園國際機場而徵收大 園的竹圍、埔心、菓林、圳頭等村里土地上座落著 36間福德宮,居民不忍心讓土地公、土地婆們從 此無家可歸,於是選在圳頭里興建新廟供奉這些神 像,打造出一間「神明聯合辦公室」。 桃園機場回饋鄉里助重建 經過30多年,約3坪大的廟宇出現牆柱龜裂、 屋瓦脫落等問題,經由多次協商,2008年初民航 局、桃園機場、大園鄉公所等各方終於達成共識, 以機場回饋金補助約488萬元,改建為佔地約30 多坪之新廟,將過去的36尊神像「合體」,成為 一尊大土地公及小土地公、土地婆神像各一尊,記 錄這段「聯合辦公」歷史,並於同年11月23日舉 行安座儀式。 「桃園國際機場福德宮」成為機場公司重視地 方鄉情與在地互動的象徵,也帶給桃園機場工作人 員慰藉的力量。 Taiwan’s only land god temple named for an airport is located in Zhentou Village of Taoyuan’s Dayuan District, near Taiwan Taoyuan International Airport(TTIA). Staff from Taoyuan International Airport Corp (TIAC) and other organizations stationed at the airport go to the temple to worship and pray for peace and safe flights. The temple houses 36 land gods and goddesses? What is their story? In the 1970s, 36 Fude land god temples were cleared from such villages as Zhuwei, Puxin, Guolin, and Zhentou in Dayuan in order to build the airport. The locals couldn't bear to see the land gods and goddesses become homeless, so they built a new temple in Zhentou for them, thus creating a "joint deity office." Airport grant to build a new temple More than 30 years later, that temple of about 10 square meters was facing issues such as cracked walls and fallen roof tiles. After multiple consultations, the Civil Aeronautics Administration, the airport, and Dayuan Township came to a consensus in early 2008, with the airport providing a grant of about NT$4.88 million to build a new temple that was more than 10 times the size of the original. The 36 separate deities were merged into just three: a big land god, a small land god, and a small land goddess. An event celebrating the opening of the new joint temple was held on November 23 of that same year. The Fude Temple of Taoyuan International Airport has become a symbol of the interact ion between the ai rport and local communities, as well as of the concern that TIAC shows for local sensibilities. 機場二三事Highlights of TTIA 12 "Escape from the Airport" Training Through Play: Anti-Disaster Boardgame 「逃生骰一骰」 桃園機場開發防災桌遊 寓教於樂 神秘的桃園國際機場特種防護團是維護機場安全的重要推手,守護機場逾 40 年,面對氣候變遷及企業防災專業教育演進,開發專屬桌遊「逃生骰一骰」, 透過情境考驗深植防災觀念,強化整體培訓成效。 2月30日的一場地震引發了機場複合型災害, 這個不合理的存在,竟然把一群參加「桃園國際機 場防災情境桌遊」課程的培訓學員都困住了。 「地震加上海嘯?必須儘速啟動防水閘門。」 試圖逃脫的安檢人員再次抽到事件卡,除了羨慕地 看著已經成功逃脫的護理師、移民官等角色,只能 繼續在遊戲中重啟這難熬的2月30日。 寓教於樂的防災訓練 別擔心,這只是「逃生骰一骰」的眾多模擬場 景之一,當防災士培訓變得如此專業又活潑,效果 也自然提升。未來,這款桌遊將持續運用在防災培 訓上,將機場防災知識、技能與態度,內化成每位 來自服務大聯盟的學員素養,提升國家關鍵基礎設 施安全防護。 On February 30 an earthquake triggered a compound disaster at the airport. Gamifying disaster-prevention training Don't worry, this is just one of the many scenarios played out in "Escape from the Airport" during training for disaster relief volunteers. When a workshop is professional as well as enjoyable and animated, the learning outcomes are naturally better. In the future, the airport will continue to use this board game in disaster relief training to impart an ethos of disaster relief and relevant knowledge and skills to every member of the Airport Service Alliance, thus raising security of the nation's Critical Infrastructure. Striving to protect the airport for over 40 years, the low-profile Taoyuan International Airport Special Civil Defense Corps (TIASCDC) is an important driver of efforts to ensure the safety of Taiwan Taoyuan International Airport (TTIA). Smiling, she says she doesn't try to force her views on anyone but does try to do her part in small ways, by remembering to carry a water bottle, say, or by bringing her own insulted mug and sleeve when buying coffee. "For instance, I'll prepare a water bottle for family members going out or bring shopping bags for friends when shoppi ng together. For Li He-shui, who joined the fire brigade more than 6 years ago, this rapid response capability is a regular day's work. Previously employed as a mail carrier, Li underwent rigorous training upon realizing a childhood dream of becoming a firefighter.
